Climate neutrality requires more than reducing greenhouse gas emissions. It involves understanding the specific characteristics of each territory, identifying the main sources of emissions and natural carbon sinks, exploring alternative transition scenarios, and engaging local stakeholders in shaping realistic pathways for change.

 

The Interreg Euro-Med CO2 PACMAN project has been designed based on the principles and tools developed in COMPOSE toolbox model. Its methodological approach combines territorial assessment, greenhouse gas analysis, scenario development, participatory and co-design processes, landscape considerations and financing opportunities to support the development of Climate Neutrality Roadmaps.

 

Three pilot islands – Brač (Croatia), Elba (Italy) and Crete (Greece) – applied this approach, each developing a roadmap reflecting its own environmental, economic, social and territorial characteristics.
