Local Economy and Policies

This set of indicators monitors the contribution to the local economy, RES investments triggered and new policies, as a result of RES or energy efficiency projects’ implementation.

Definition

The indicator refers to the contribution (amount in euros) to the rural economy, as a result of RES and EE projects development.

 

Purpose/Relevance

This indicator aims to analyse different aspects of local value chains, that may generate employment opportunities (new jobs), stimulating the rural economy and local development.

Definition

The indicator measures the number of created renewable energy cooperatives (REScoop). REScoops represent a business model where citizens jointly own and participate in renewable energy or energy efficiency projects.

 

Purpose/Relevance

This indicator aims to identify innovative approaches and business models, such as energy cooperatives with citizens’ participation.

Definition

The indicator constitutes the number of European cooperation projects (transnational, interregional, regional development cooperation). Cross-border projects are not included.

 

Purpose/Relevance

  • ­The transnational programmes add an important extra-European dimension to regional development, leading to agreed priorities and a coordinated strategic response. 
  • ­Interregional cooperation works at the pan-European level, covering all EU Member States. It builds networks to develop good practice and facilitate the exchange and transfer of experience amongst regions. It showcases success stories of regions, to the benefit of those still investing.
  • There are also a number of new instruments available to support regional development, outside the EU borders, including countries which are either candidates for EU membership or potential candidates or with the so-called third countries (i.e. non-EU members).

Definition

The indicator measures the number of new energy policies put in force at the regional level.

 

Purpose/Relevance

This indicator contributes to capitalize projects implementation and achievement towards influencing new policies appropriate to support the EU energy strategies.

Definition

The indicator refers to the cost elements triggered for the accomplishment of a RES investment. The investment cost is not determined solely by the availability of RES, such as wind, solar, biomass or water resources; project costs are also driven by administrative and capital costs. 

 

Purpose/Relevance

This approach addresses barriers, such as complicated authorisation procedures, the lack of one-stop-shops, licencing procedures, planning processes that may take months or years and the increased project risk or potential risk of retroactive changes to support/funding schemes. Such risks, particularly in countries with stressed capital markets, may result in a very high capital cost, raising thus the cost of RES projects and undermining their competitiveness.

Definition

The indicator measures the proportion of gross domestic product (GDP) invested for green energy production annually.

 

Purpose/Relevance

This indicator is used to highlight a possible transition to green economy.

Definition

The indicator is the ratio of nights spent in tourist accommodation establishments annually, by the total resident population. 

 

Purpose/Relevance

The rapid growth of tourism is directly linked to energy consumption, especially in summer period. Hence the number of overnight stays of tourists per capita per year can justify an upward trend in energy demand.

Definition

The indicator is the amount of money that residents (i.e. households) have available for spending or saving, indicating the economic environment in which the project is developed. This is money left after energy expenditure, associated with the local income.

 

Purpose/Relevance

This indicator shows the local economic environment, where a RES or energy efficiency project is developed.
