Promoting private electric mobility through municipal parking tariffs
Overview
Transport is responsible for about a quarter of the EU’s total greenhouse gas (GHG) emissions (EEA, 2024). Fiscal policies affecting vehicles can facilitate the transition to private electric mobility. Mediterranean municipalities manage several public parking facilities where tariffs are paid by vehicle owners. In Albania and Greece, municipalities have decided to reduce parking tariffs for electric cars, boosting the switch to private electric mobility.
Evidence of success
In Lezha (AL), hybrid and electric cars were exempted from parking fees, along with receiving fiscal incentives on real estate tax and waste and lighting fees. This comprehensive approach to green taxation was recognized as a good practice in the LOCAL4GREEN project.
