
Upgrade of energy efficiency in the public lighting system in the municipality of Setúbal

Overview
The Municipality of Setúbal launched a lighting upgrade project as part of its wider decarbonization strategy. The initiative conducted through a 10–12 year energy efficiency management contract with an Energy Services Company (ESCO). The project replaced outdated discharge lamps with energy-efficient LED luminaires, improving lighting levels and reducing the failure rate and response time for repairs. A remote Lighting Management System was introduced, enabling real-time monitoring, reporting, and optimization. Garden luminaires were equipped with “Zhaga” plugs, while urban, avenue, and special-use luminaires incorporated functional monitoring systems under a Software-as-a-Service (SaaS) model. This eliminated the need for hardware installation at the municipal level and allowed for intuitive, map-based oversight of the entire lighting infrastructure. The system not only supports lighting control but also includes sensors to track environmental indicators such as air quality, CO₂ levels, UV radiation, and ambient temperature. Aesthetic uniformity was prioritized by selecting luminaire designs adapted to the visual identity of different urban areas. The project successfully addressed the city's previously fragmented and inefficient lighting infrastructure, aligning Setúbal with international lighting standards and positioning it for further Smart City developments.RESULTS
